Project goal:

To construct and operate the Alkimos Seawater Desalination Plant, we need to upgrade the power to the Alkimos Water Precinct.

What’s happening?

We are working with Western Power's contractor to install and connect a transmission line to the Alkimos Water Precinct. It will run approximately 5km underground from Western Power's Yanchep Substation on Romeo Road near Wanneroo Road, heading west via Romeo Road and Graceful Boulevard before connecting into the Alkimos Water Precinct.

This will be installed by a combination of open trenching and tunnelling under main roads.

The full route between the Yanchep substation and the Alkimos Water Precinct, in a staged approach.

Alkimos Seawater Desalination Plant

 

It is unlikely that any power supply interruptions will be required for this work. If an outage is required, Western Power will inform customers in advance.

This power supply upgrade will benefit the Alkimos Water Precinct. Wester Power has a separate program of work to reinforce and strengthen the grid in the area and across its network. Please contact Western Power for more information.

Yes, however during the four-week eastbound lane closure of Graceful Boulevard between Pectoral Promenade and Turnstone Street, eastbound traffic travelling to the shopping precinct from the west will need to access Turnstone Street via Tawny Way or Sanderling Street

Westbound traffic travelling from Marmion Avenue or Romeo Road will still be able to access the shopping precinct via Graceful Boulevard and Turnstone Street.

We will be tunnelling under Turnstone Street to keep access open to the Alkimos Gateway Shopping Precinct.

We encourage businesses to let us know how we can minimise impacts on their business during construction.

The eastbound lane between Painted Parkway and Pectoral Avenue will be closed for around five (5) months, during this time there will be no right turn onto Graceful Boulevard (travelling East) from the connected residential streets.

Residents living on the connected streets (listed below) will be required to travel south to access Fairy Parade, Leatherback Boulevard or Hawksbill Drive when driving east.

We apologise for the inconvenience. 

Planning has been undertaken to reduce the impact on vegetation along Graceful Boulevard as much as practically possible.

At this point in time, one tree will be removed along Graceful Boulevard where the new infrastructure enters the Alkimos Water Precinct.

Western Power's contractor will work closely with the City of Wanneroo to replace all vegetation that is impacted.

The shared paths at the corner of Marmion Avenue, Romeo Road and Graceful Boulevard will temporarily be impacted during the tunnelling work on the corner. Detours will be in place to safely direct users around the work area.

The shared path between Pectoral Promenade and Marmion Avenue will remain open.

The shared path on the northside of Graceful Boulevard between Painted Parkway and Pectoral Promenade will be closed for around five (5) months while work is completed in the area. The shared path on southside of Graceful Boulevard will remain open. Detours will be in place to safely direct users around the work area.

All impacted areas are replaced like for like, where practically possible. Unfortunately, the work will result in unavoidable impact to roads and verges. Western Power's contractor will work closely with the City of Wanneroo to ensure all reinstatements are carried our to an acceptable and high standard.

The following bus stops will not be in the use during the road closures in January:

Western Power's contractor has confirmed that the machinery they will use will cause low vibrations, including handheld compactors and smaller scale construction plant and equipment.

Stage 2 will begin from 2 January 2025 along Graceful Boulevard, between Marmion Avenue and Woodswallow Way. This will involve installing conduit, which is a plastic sleeve underground, that the new transmission line will be installed into during stage 3.

What to expect from Stage 2:
  • Work will take place in the road reserve and eastbound lane of Graceful Boulevard.
  • Tunnelling will occur under main roads including Marmion Avenue, Pectoral Promenade and the Graceful Boulevard roundabout.
  • You may notice a temporary increase in construction noise, dust, and activity in the area.
  • Traffic management and detours will be in place to direct road users and pedestrians safely around the work area.
Traffic impacts:
  • To minimise disruption to St. James School, the Graceful Boulevard eastbound lane between Pectoral Promenade and Turnstone Street will be closed approximately four weeks from 2 January 2025.
    • Access to St. James Anglican School and Church will be open via Gate 1. Gate 2 will temporarily be closed. Detours will be in place during this time.
    • Westbound traffic can still access the Alkimos Gateway Shopping Precinct from Marmion Avenue via Graceful Boulevard. Eastbound traffic can access the shopping precinct from Turnstone Street via Tawny Way or Sanderling Street.
  • From February 2025, the Graceful Boulevard eastbound lane between Painted Parkway and Pectoral Promenade will be closed for approximately five months.

What will be the impacts of Stage 1?

Stage 1 will begin along Romeo Road, between Wanneroo Road and Marmion Avenue. This will involve installing conduit, which is a plastic sleeve underground, that the new transmission line will be installed into during stage 3.

  • Work will occur in sections, in a staggered approach along Romeo Road, between Marmion Ave and Wanneroo Road. Work will take place in the road reserve and outer lanes of Romeo Road.
  • At times throughout the work, some roads will merge in order to reduce road closures. Traffic management will be in place to direct traffic safely.
  • Tunnelling will occur under main roads, including the Romeo Road Mitchell Freeway entry and exit, Romeo Road, Benenden Avenue and Marmion Avenue. At times throughout the work, some roads will merge in order to reduce road closures. Traffic management will be in place to direct traffic safely.
  • Longnor Parkway will be closed temporarily while the conduit is installed via open trench. 
  • Additional detours may be required for the Mitchell Freeway entry on-ramp and exit off-ramp. 
  • You may notice a temporary increase in construction noise, dust and activity in the area. We’ll endeavour to minimise these impacts where possible.
  • More information about Stage 2 and 3 will be shared in the coming months.

Stage 1

Graceful Boulevard eastbound lane between Pectoral Promenade and Turnstone Street.

Closure: January 2025

  • Work is occurring during school holidays to minimise impacts on St James School and is expected to take approximately 4 weeks.
  • The westbound lane between Pectoral Promenade and Turnstone Street will remain open.
  • Access to St James Anglican School and Church will be open via gate 1. Gate 2 will temporarily be closed.
  • The shared path on the north side of Graceful Boulevard between Pectoral Promenade and Marmion Avenue will be temporarily closed in sections during the work. Detours will be in place for pedestrians and bike users to travel safely around the work area.
  • Turnstone Ave will not be impacted by this work, access to Alkimos Gateway Shopping Centre will remain open.

Closure: February to June 2025

  • Work is expected to take approximately five (5) months to complete.
  • Detours will be in place to direct road users safely around the work area. Detours will be in place via Painted Parkway and Fairy Parade/Leatherback Boulevard/Hawksbill Drive.
  • The westbound lane between Painted Parkway and Pectoral Promenade will remain open.
  • The shared path on the north side of Graceful Boulevard between Painted Parkway and Marmion Avenue will be closed during the work. Detours will be in place to safely direct users around the worksite, via the shared path on the south side of Graceful Boulevard.
