Ulster Road wastewater pipeline replacement
Project goal:
We are replacing a wastewater pipeline under Ulster Road in Albany, to reduce future leaks and breaks.
Status:
Completed mid-April 2025
Delivery Date:
Pipeline operational Q1 2025 and reinstatements completed mid-April 2025
What’s happening?
We have completed replacing 3.9km of an existing underground wastewater pressure main under Ulster Road and installing about 300m of new gravity main pipeline along North Road. This replacement will allow us to maintain a reliable wastewater service and reduce future leaks and breaks.
The section of pipeline replaced does not connect to any household services. It is a Pressure Main which transports wastewater from outer suburbs on its journey to a Recovery Facility before being 100% re-used on a tree farm.
Work was carried out in stages by our authorised contractor DM Civil. The pipeline was installed by underground horizontal drilling through small pits in the road. DM Civil is now completing minor reinstatements.
We would welcome your feedback on the project. You can provide this in person on Saturday 12 April 2024 9:30am - 11:30am next to the Centennial Park carpark, off Lockyer Avenue. We will be located between the Dog Park and North Road roundabout.
You can also share your thoughts online - if you head to our "Tell us how we did" section and search for the Ulster Road pipeline replacement survey.
Where will the new pipeline go?
The replacement wastewater pipeline is below ground:
- Under Ulster Road, between Lower King Road and North Road.
- A short 300m connection in the verge of North Road, near the Ulster Road intersection.
The location of the proposed work and the construction stages is shown on the map below.
When is this happening?
Construction commenced on 17 June 2024 near the Lower King / Ulster Road intersection and progressed along the route towards North Road. Unfortunately over the Christmas and New Year period the Stage 6 single-lane closure and detour had to remain in place. We apologise for any inconvenience this caused.
DM Civil is now completing minor reinstatements. The revegetation planting near our North Road connections work will occur over the winter months. The lane closures along Ulster Road re-opened on Sunday 16 March 2025.
We appreciate your patience and understanding while we replaced this essential infrastructure.

How will this impact me?
To minimise disruption, the replacement pipeline was installed via small pits and underground drilling below Ulster Road.
Single lane road closures will be required along Ulster Road during the construction. Detours and traffic management will be in place. Maps of the stages of construction is above.
The detour for through traffic for the majority of the work will be along Collingwood and Angove Road, to minimise additional traffic around the schools and hospital.
Access to properties and businesses will be maintained, although you may need to approach your property from a different direction.
There should be no impact to your water or wastewater service from this work. Should a planned outage be required, residents will be notified in advance.
As with any construction activities, there will be an increase in vehicle movement, noise, vibrations and dust in the area. However, all Water Corporation employees and contractors endeavour to minimise disruption where possible.
